Who should you know in Malaysia’s Logistic Industry?
JPJ (Jabatan Pengangkutan Jalan) and APAD (Agensi Pengangkutan Awam Darat) have different but complementary roles in Malaysia’s land transport system.
What’s the difference between JPJ and APAD
JPJ focuses on individual drivers and vehicles by issuing driving licences, registering vehicles, managing road tax, conducting vehicle inspections, and enforcing road traffic laws for all road users.
JPJ is the frontline officer who is constantly on the road maintaining order. They stop vehicles, check licences and road tax, inspect vehicle conditions, issue summonses, and immediately deal with traffic offences. Their role is day-to-day enforcement to make sure drivers and vehicles are legally allowed to operate on the road.

APAD is closer to the authority that decides the bigger consequences, especially for commercial and public transport operators. When there are repeated offences, serious safety issues, or systemic non-compliance, APAD steps in to audit the company, assess failures in management and safety systems, and impose heavier actions such as suspending or revoking permits and licences.
APAD, is responsible for regulating and auditing public and commercial land transport operators such as
- buses, taxis
- e-hailing services
- goods vehicles.

Its role includes issuing and managing operator and vehicle permits, conducting audits to ensure compliance with safety standards and the Industry Code of Practice (ICOP)
- monitoring GPS implementation
- verifying driver and vehicle records.

APAD also takes enforcement action against operators for repeat offences and oversees e-hailing platforms to ensure drivers and vehicles have valid permits.
In practice, JPJ and APAD work closely together
