What is SKDS 2.0 ? – Diesel Subsidy Application (BUDI Madani)
SKDS 2.0 or the Subsidized Diesel Control System was introduced to deal with the risk of leakage and smuggling of subsidized diesel more efficiently.
What is the difference between SKDS and Budi Madani program?
The SKDS 2.0 program is meant for transportation companies whereas the Budi Madani program is intended for farmers, smallholders and others. It has been observed that farmers or households that have small businesses often do not have a company, thus Budi Madani program is created to assist them in accessing subsidized diesel.
Eligibility Requirements for SKDS 2.0 Subsidised Diesel Application:
1. Companies must be registered under the Companies Act 2016, or sole proprietorship and partnership entities registered under the Registration of Businesses Act 1956, or limited liability partnership entities registered under the Limited Liability Partnership Act 2012.
2. Vehicles must be under the ownership of the company/sole proprietorship or partnership.
3. Vehicles must have valid road tax.
4. Vehicle types must include the 9 types of vehicles listed above.
5. ‘ Runner’ is not allowed to deal with KPDN
6. Vehicles eligible to apply for subsidized diesel are subject to permitted categories only.
Application process
1. Apply through the MySubsidi Diesel System online at (https://mysubsidi.kpan.gov.my).
2. Required information includes company details, vehicle registration number, and choice of oil company (maximum 3 brands) among PETRONAS, Shell, Petron, Caltex, or BHP.
3. Approval is immediate provided all information is complete and accurate.
4. The company will receive 2 documents: Subsidised Diesel Purchase Qualification Letter and Approved Vehicle List.
Step 2: Fleet Card Application from Oil Companies
5. Submit 2 documents: Subsidised Diesel Purchase Qualification Letter and Approved Vehicle List to the chosen oil company in the MySubsidi Diesel System.
6. The fleet card application process takes 2 to 4 weeks after the complete application is submitted.

Register Your Company/sole ownership
Log in > Complete Your Profile Details
Over Menu > Go to Fleet Card > Permohonan Kuota Asas
Search Number Plate > Add and Submit
*Syarikat Minyak can choose max 3 company for subsidy the fuel
Example: Customer have 3 fuel card (SHELL, PETRONAS , CALTEX)
- Customer can allocate of how many % of total 100% quota into 3 different fleet card.
- If customer given 1000l fuel quota, customer can allocate 30% Shell, 30%Caltex, 40%Petronas. When the allocated quota finish , the subsequent refuel price will calculated base on normal price again.
FAQ
1) Why my application unsuccessful
Among the reasons for unsuccessful registration are because:
(i) No. Identity card number. SSM is not accurate.
(ii) The spelling of the company/business name is not the same as in the Registration Certificate. (iii) Registration using No. The old SSM.
(iv) Vehicles not listed in the 23 types of vehicles specified.
(v) The vehicle is not the property of the applying company.
(vi) Company vehicle road tax has expired.
